Charges of possession of drug paraphernalia to inhale-ingest and possession of a controlled substance, meth or coke, have been filed against 34 year old Nannette Ruelle of Pine Bluff and co-defendant Christopher D. Harris. The charges are the result of an incident that occurred on March 18. State trooper Chris Barnett conducted a traffic stop after noticing a vehicle with a broken windshield.  Harris was the driver of the vehicle and could not provide insurance information and a check run on him revealed he had no drivers license.  He asked for the passenger's I.D. and she identified herself as Nannette Ruelle. A check on her revealed her to be wanted by Jefferson County on drug charges.  She was placed in handcuffs and put in the patrol car.  Harris was also restrained after Barnett found drug paraphernalia and no one would admit it was theirs.  In addition to the drug charges, Harris was charged with driving on a suspended license, fail to present proof of insurance, windshield to be unobstructed. The charges against the two were filed by the Jefferson County prosecutors office in Circuit Court.
