04/23/15  Sparkman Man Charged with Possession of Drug  Paraphernalia and Two Counts of Possession

 

A 46 year old Sparkman man has been charged with possession of drug  paraphernalia and two counts of possession of a controlled Substance.  According to a report filed by Dallas County deputy Ryan Coleman, the arrest came on April 13.  Coleman stated in his report, he and parole officer Marsheana Toney were conducting a check on Richard franks.  Coleman asked Franks if he had anything in his vehicle or anything on his person, Franks told him he had a small bag of marijuana in the center console of his vehicle.  Coleman recovered the bag along with 12 hydrocodone pills, a tubular piece of hard rubber said to be used used for snorting meth, and a tray of meth residue. Frank admitted to using meth the day before. 

He was transported to the Dallas County detention center for parole violation and the possession charges.
